A design assistant to Joe Casely Hayford and Ally Cappellino in London and Ritu Kumar in India, Liaqat studied fashion at the university of Derby. During his degree he worked on exchange programme at the National Institute of Fashion Technology in New Delhi. Liaqat graduating collection in june 1999 was sponsored by Ritu Kumar and was highly recommeded at the graduate fashion week gala show. Former graduate at this event include Antonio Berardi, Matthew Williamson and Hussein Chalayan.

Liaqat Rasul works between England and India marrying tradition, innovation
and craft from both cultures. His work uses embroidery, colour, texture and
industrial materials to create that have longevity and a sense of nostalgia.
A meticulous process of over 100 hours is required to create an original
Ghulam Sakina piece. Production methods include block/screen printing,
multiple dying techniques, enzyne washing, hand-embroidery and hand –sewn
finishes. These methods have been cultivated through close association
between Liaqat and the craft-men and women of New Delhi.
